Apparently, you can ignore easy opportunities to apprehend a suspect, barge in without clear record of announcing who you are, shoot a man 60 times without his as much pulling a trigger, lie about his pulling a trigger, and prevent medical attention for the victim for over an hour, and the governing board will cover it up.
