Apparently, a group working to stop binge drinking is making the argument that if a one cent tax is imposed on a glass of beer in North Dakota, binge drinking can be more or less stopped. Yup, increase a ninety-nine cent glass of beer to a dollar, and all of those drunks will go home and play pinochle with their Aunt Mabel.
Or maybe the student activists have been smoking something pretty good to come up with logic like that.

OK, you pay an extra penny AND get some moralizing by a petty bureaucrat, and THEN you'll be ready to go home and play pinochle with your Aunt Mabel.
