So apparently, you can use the Sunrise bike path as long as it's not anywhere near sunrise. OK......

The bike path 100 feet from our driveway is open "dawn to dusk." Even so, I've been guilty of being there a bit early in the winter months when the short days mean my morning walks with the dogs are before the sun comes up.
Bert - It sounds like you need to be more active in your HOA or whatever "controlling legal authority" is in charge of the bike path. :^)
Mark: actually, living only 100 yards from it, I can understand why you'd want people off it between bar closing time and the time we're all getting up. I'd have to guess that you'd only get cited if you were young and noisy on the path, too.
And "no use before 7am" kinds encapsulates "don't be drunk and noisy here so that those who live here get irritated and shoot you." Though I'd love to see the latter on a warning sign!
