Regarding the infamous gain of function research done at the Wuhan Institute of Virology with U.S. funding, it strikes me that the decision tree looks a little bit like this.
- Communist country with nukes pointed at the U.S.? check
- Nation is eagerly rattling the sword towards Taiwan and other neighbors? check
- Nation killed 65 million of its own people during its cultural revolution? check
- Nation forced tens of millions of women to abort their own children? check
- Research group has a long history of bad safety practices with deadly viruses? check
Response; "Hey, don't you think it would be a great idea to do research that could easily be transferred for bioweapons research with these guys?" To quote a comment I read, if you did a colonoscopy on these guys, you'd expect to find their heads at the hepatic flexure.

Lived in said nation for a year, immediately (1980) following Cultural Revolution. Still bulletholes in some walls. Cui bono is the question one asks.
